A complaint is only as strong as the file behind it. That goes double on a Liberian-flagged ship, where the registry, administered by LISCR on behalf of the Liberia Maritime Authority, runs a dedicated MLC complaints channel and processes cases from one of the largest fleets in the world. The inspectors reading your email decide fast. Give them something to hold.
Build the file before you send anything
Collect these while you still have access to the ship's office and your own cabin locker.
- Your signed SEA. You are entitled to keep an original under MLC Standard A2.1.
- Wage statements, month by month. Missing statements are themselves a finding under Standard A2.2.
- Your rest hour records. The ship must keep them; ask for your copies.
- Dates, names and short notes: who said what at the gangway, in the mess, in the office.
- The dated copy of your on-board complaint. MLC Regulation 5.1.5 gives you that procedure and protects you from victimization for using it.
Three ways into the registry
The SEA on a Liberian ship runs under Liberian Maritime Law and the RLM-108 regulations. For MLC complaints the registry offers three routes, and they all reach the same office.

Attach the file you built. One email with the SEA, the wage statements and a five line timeline outweighs ten emails of frustration.
When to go around the flag state
If the ship is in port and the problem is acute, port state control can act on an MLC deficiency during an inspection, whatever the flag. The ITF takes wage cases on Liberian ships routinely. Neither route cancels your flag state complaint. They run in parallel, and each one referencing the others makes all of them harder to ignore.
Crew questions
Can I file after I have signed off and flown home?
Yes, and many crews do exactly that once they are out of reach of the ship. File as soon as you can anyway. Fresh dates, reachable witnesses and complete statements make the difference between a payout and a shrug.
What does the checker add if I already know the contacts?
